Ireland Government Scholarships 2025: The Government of Ireland International Education Scholarship (GOI-IES) programme for 2025 has been announced, offering high-achieving international students the opportunity to pursue higher education in Ireland. This prestigious scholarship, funded by the Government of Ireland in collaboration with Irish higher education institutions (HEIs) and managed by the Higher Education Authority, provides 60 scholarships annually for one year of full-time study at NFQ levels 9 or 10 (master’s, postgraduate diploma, or PhD).

Scholarship Benefits

Recipients of the GOI-IES will receive a €10,000 stipend for one year of full-time study at an Irish higher education institution. Additionally, the host HEI will waive all tuition and registration fees for the selected scholars. The programme aims to attract outstanding students from outside the EU/EEA, Switzerland, and the United Kingdom, fostering global talent and strengthening Ireland’s educational landscape. Scholars must commence their studies in September or October 2025.

Eligibility Criteria

To be considered for the GOI-IES, applicants must:

  • Be a citizen of a country outside the EU/EEA, Switzerland, and the UK.
  • Apply for admission to a master’s, postgraduate diploma, or PhD programme at an eligible Irish HEI.
  • Hold a conditional or final offer of admission from the chosen institution at the time of application.
  • Demonstrate academic excellence, strong communication skills, and active participation in extracurricular activities such as humanitarian work, politics, arts, or sports.
  • Align their study goals with Ireland’s education strategy and future career aspirations.
  • Not have previously received a GOI-IES scholarship.

Additionally, Russian and Belarusian nationals are ineligible to apply due to the ongoing geopolitical situation.

Application Process

Interested candidates must submit their applications through the online portal after carefully reviewing the eligibility requirements. Each application must include two references, which need to be uploaded via the portal. To avoid last-minute technical issues, applicants are strongly encouraged to submit their applications well before the deadline.

  • Application Deadline: March 5, 2025 (5 PM Irish Time)
  • Scholarship Award Announcement: Early June 2025

Once submitted, applications cannot be altered. Higher education institutions will assess applications for eligibility and shortlist candidates based on their alignment with institutional objectives. A panel of independent assessors will then evaluate the shortlisted candidates.

Selection Criteria

Applicants will be assessed based on:

  • Academic performance and achievements.
  • Leadership and communication skills.
  • Participation in extracurricular activities.
  • A clear rationale for choosing Ireland as a study destination and how the scholarship aligns with long-term career aspirations.
